           New Jersey homeowners are bracing for a significant shock to their wallets as the New Jersey Board of Public Utilities (NJBPU) announced the results of the state’s 24th annual electricity auction for Basic Generation Service (BGS) on February 12, 2025. The auction, which sets electricity rates for most residents and small to medium-sized businesses, has resulted in unprecedented increases of 17.23% to 20.20%, marking the highest single-year rate hike in more than 20 years.

           Much to the dismay of many, the solar industry is wrought with unscrupulous sales and maintenance practices in the solar sector. This year alone, the New Jersey market has witnessed the downfall of eight established companies, leaving thousands of clients and systems without support.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Recently the Board of Public Utilities &amp;amp; the New Jersey Clean Energy Program had to stand up a Contractor Remediation Procedures program to address the overwhelming failure of so many solar installers to act ethically and in good faith to their customers. The push for clean energy adoption has provided significant incentives at the local, state and federal levels that unfortunately has attracted the worst among us. The market is flooded with predatory salespersons and dishonest companies looking to pillage these incentives and leaving the customer and rate payers holding the bag undisclosed payments and higher electrical costs. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The top drivers od distressed customers at the BPU &amp;amp; NJCEP are
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            :
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ol&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Salespeople knowingly undersize solar systems by 20% to 30%, and then overrepresent their production by 20% or more. This deceptive approach creates an illusion of efficiency and cost-effectiveness, luring unsuspecting customers with the promise of lower costs.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             Post-install support and maintenance. Salespeople and companies misrepresent warranties and service commitments. Often, these affected systems will languish and become derelict. The arrays will drop offline, the inverters will have error codes, and when left unaddressed, the system production drops precipitously or even to zero. When this happens, the customers lose the benefits of solar, become reliant on the utilities retail rates and are still saddled with large loan payments. 
            &#xD;
        &lt;/span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ol&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The long-term consequences of such practices are severe. Undersized systems will not produce enough energy to meet the customer’s needs, resulting in higher electricity bills and a longer payback period for the investment. Additionally, these systems may not be eligible for certain incentives and rebates offered by governments and utility companies, further diminishing their value. I thought I would share my insight and recommendations for those considering solar and how to avoid these all-too-common situations.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The Mechanics of Under sizing
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           To understand under sizing, let’s first break down the basic components of a solar system. A typical system includes solar panels, an inverter, and a monitoring system. The solar panels generate direct current (DC) electricity, which is then converted to alternating current (AC) by the inverter for use in your home or business. The monitoring system tracks the system’s performance and provides data on its energy production.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Under sizing involves selecting solar panels and inverters with lower capacities than required to meet 100% of a customer’s energy needs. This approach results in a smaller, less expensive system that may seem more appealing at first glance, but the consequences can be significant.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Overstating Production: The Illusion of Efficiency
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           In addition to under sizing the system, these salespeople exaggerate the production capabilities of these smaller systems by 10%, 20%, or even more. They provide misleading estimates of the system’s energy production, often based on overly optimistic assumptions about weather conditions, shading, and panel degradation over time. This creates the illusion that the system is capable of meeting the customer’s energy needs, even when it’s not.
          &#xD;

    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

           In September 2009, Ecological Systems sent a great team to my house on Bath Avenue in Ocean Grove. They installed 41 SOLAR PANELS on my roof – the second SOLAR installation in Ocean Grove, New Jersey. They had also done the first SOLAR installation in Ocean Grove, for one of the hotels. The approval process was difficult in our Landmark community. To my dismay, we were required to hide the beautiful panels.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           Mr. SIMS and his team did a superb job. They took care of all the special requirements that were imposed by our Township, the Electric Company and the State of New Jersey.  By January 2010, everything had been approved by all the Authorities involved and I could finally stand at my electric meter and watch it spin in reverse. That’s where this story might have ended.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           But on Saturday, March 13, 2010, little more than a month after we completed the installation, I was getting ready to drive to Manhattan at 5am, when the Fire Department knocked on my door. They told me to get out fast — the Manchester Inn was on fire. I looked out of my window. The fire seemed small and far away. I was convinced that it would be under control in no time. But a storm blew our way. My neighbors and I looked on in disbelief when one house after the other caught fire. All together, ten landmarks were damaged – seven were completely destroyed.
            &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           I am a member of PETE SEEGER’s environmental organizations, which include NEW JERSEY FRIENDS OF CLEARWATER. I have always done whatever I could to save energy and insulate my houses, but it has never paid back in such a big and unexpected way as here, during this FIRE on March 13. The FIRE first swallowed a wooden stairway outside my house and then proceeded through the (asbestos) siding and my outer walls. It didn’t make it inside because – 14 years ago – I had installed an extra layer of sheet rock in my outer walls to save energy. But my rear flat roof was vulnerable. We watched in horror as burning debris from my neighbors’ house kept falling on my roof – the same kind of debris that had caused several of the other houses to start burning.
           &#xD;
      &lt;br/&gt;&#xD;
      &lt;br/&gt;&#xD;
      
           The Fire Department was inside my house, using my windows to hose down the other houses. Someone would have gotten hurt if our roof had caught on fire. Miraculously, my house survived – with about $200,000 of damage. I think it’s ironic that – without neighboring houses – my SOLAR PANELS are now in full view. After the Fire, my handyman and I inspected the roof. We discovered that the SOLAR PANELS had caught all the burning embers. They were still operating !  
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           During the reconstruction, we removed eleven of them temporarily, while replacing the roof and the steel mountings that had melted.
